Format is the price
A canape reception, a buffet and a plated sit-down dinner are three different amounts of labour for roughly similar amounts of food, and the published per-head bands reflect that. Plated service needs staff on the floor for the whole meal, and staffing is the part of catering that does not get cheaper with scale.
